"To achieve the catch reductions required under the application of the SAFMC ABC control rule would require a two wahoo per boat per day limit, a one cobia per boat per day limit combined with a closed season, and a slight reduction in the dolphin daily bag limit to nine fish."

Public Hearings/Scoping Meetings Set to Address Federal Fisheries Issues
Council seeks input on Annual Catch Limits, trip limits, catch shares, and other management measures
The South Atlantic Fishery Management Council is holding a series of public hearings and scoping meetings regarding fisheries management measures proposed for several federally managed species, including those within the snapper grouper management complex, dolphin (fish), wahoo, golden crab, and octocorals within the South Atlantic region. The measures will impact both commercial and recreational fishermen who fish in federal waters between 3 and 200 miles offshore ranging from the North Carolina/Virginia state line southward to the east coast of Florida and the Florida Keys.
Public Hearingswill be held on three separate amendments:
Comprehensive Annual Catch Limit Amendment to establish Annual Catch Limits and Accountability Measures for species not currently listed as undergoing overfishing as required by the Magnuson-Stevens Fishery Conservation and Management Act. Annual Catch Limits (pounds or number of fish) will be set for species in the snapper grouper management complex as well as dolphin, wahoo, and golden crab.
Snapper Grouper Regulatory Amendment 9 includes commercial trip limit options for greater amberjack, vermilion snapper, black sea bass, and gag grouper.
Comprehensive Ecosystem-Based Amendment 2 includes actions relative to the management of octocorals and non-regulatory actions that update existing Essential Fish Habitat (EFH) information. Also, modifications to the management of Special Management Zones in South Carolina, sea turtle release gear requirements for the commercial snapper grouper fishery, designation of new EFH areas and EFH-Habitat Areas of Particular Concern are being considered.
Informal Public Scoping comments will be taken on four amendments currently being considered by the Council:
A Comprehensive Catch Shares Amendment (Amendment 21) is being considered to look at options for catch share programs for species currently under management through quotas (except snowy grouper), effort and participation reduction, and endorsement actions. Snapper Grouper Amendment 22 explores options for long-term management of red snapper as the stock begins to rebuild, while Amendment 24 addresses the mandates of the Magnuson-Stevens Act to end overfishing and rebuild the red grouper stock. Scoping comments will also be taken on Golden Crab Amendment 5 to implement a catch share program for the commercial golden crab fishery.
The hearings/meetings will be open from 3:00 PM – 7:00 PM. Council staff will provide periodic presentations and be on hand to answer questions. Local Council representatives will take formal comments on the public hearing do*****ents any time between those hours. Public testimony will be video-streamed live via a link from the Council’s website at www.safmc.net as they occur.
The Council is also accepting written and email comments from January 12, 2011 until 5:00 p.m. on February 14, 2011. Copies of the public hearing and scoping do*****ents with details on how to submit written comments will be posted on the Council’s web site and available by contacting the Council office at 843/571-4366 or Toll Free 866/SAFMC-10.

If any of you guys can make it to a meeting make it a point to be there. I reallize we are all spread out all over the state but they are really important.
You do enjoy the sport of fishing right? You want later generations like me to be able to fish the ocean right? If you can not make it to meetings make it a point to make phone calls, write letters, or emails to South Atlantic Marine Fisheries. Voices speak in numbers. 99% of the time you will catch 2 Cobia at once. They travel in pairs. So you will wind up keeping one and then fighting, injuring and releaseing the other. Make it 2.

Well now they have come for our beloved Black Sea Bass. They are the SAFMC (South Atlantic Fishery Management Council). It seems that there will be an emergency closure coming in the next month. We (local rec. and commercial fisherman) are seeing the largest size and most plentiful schools that we have seen in years, yet the council is in disagreement, and plans to shut the fishery until June! They have already closed Red Snapper (indefinitely), Grouper until May, Vermilion Snapper until April, and will prohibit all bottom fishing deeper than 240' forever. They are basing the closures on the "best available science", and they turn a deaf ear to us at the scoping meetings. Ask any local diver, commercial fisherman, or recreational fisherman about the state of our bottom fish, and you will hear a completely different story than what the SAFMC and the PEW foundation try to pass off as fact.
I was proud to be part of the group of local anglers that took part in the march on Washington DC last winter. We stood side by side with 10,000 recreational and commercial fisherman, and said enough is enough. We were victorious in keeping the right to fish off our coast, but now the same people are taking our right away one fish at a time.
I have been beating this drum for 20 years, and we always said that we would see the people raise heck when they closed down the pelagics (Dolphin, Wahoo, Cobia on the table now). What we HAVE to do is band together (again) and demand that real science is used to decide if a fishery is in trouble. . Where are the people from Scout Boats, Key West, SeaFox, Grady White, Mako, Contender, Yellowfin, Regulator, Everglades, Sea Hunt????? I have never seen them at the meetings or holding a news conference. Where are the people from Penn, Shimano, Avet, Fin-Nor, Diawa, Mustad, Owner, Berkeley, Eagle Claw, Z-Man, Islander, Braid??????. Where is the support from the Bait Masters, Bumble Bee, Capt. Salty, Calcutta. ????? Why do we only see one local tackle shop owner at these meetings??? Where are the marina owners / employees??? Why don't the local seafood distributors show up ( The SC Seafood Alliance sends a rep. to these meetings) Where are the chefs from all of our wonderful restaurants? Do you want to serve Basa, Swai, Tilapia and only imported seafood to your clientele? All of these places and people stand to lose MILLONS of dollars as the feds keep tightening the restrictions. I don't have the answers to these questions. Please come to the Scoping meeting and learn all about Catch shares. Jan. 26: Crown Plaza Charleston Airport. Catch Shares are coming, and PEW is pushing them very hard. Read up on Catch shares and see how the pie will be divided amongst the ones that have the gold. Selling our fishing rights to the highest bidder is not the American way. I like eating local seafood, and want to continue to enjoy local fish, not fish raised in the Mekong Delta!
It's no longer rec vs. comm. Now it's us against them, us as in fishermen vs council/marine fisheries/noaa/pew etc., they have the deck stacked against any and all types of fishing with only one intent, shut the oceans down. We did a few things right in Nov. and hopefully we will finish correcting the errors of some peoples ways in 2012, but we have some pretty good reps here along the coast and if enough of us can keep the calls and letters flowing maybe we can get some help from them. The time has come for us to let our voice be heard or forever hold our peace. Probably one of the best things we could try to get our reps behind of us on is starting to rotate these council members off every few years so we could have fresh people and minds that manage based on facts and truth and not biased and self serving interest.

To make your voice heard call and or write to national marine fisheries, south atlantic marine fisheries and local congressmen to prove that we do have a voice and an opinion. All you need to do is let them know how you feel. They are seeking public comments. _________________ Tight Lines
